Do you not have a hardware store near you? I don't see why you would print the piece when you could just get a piece of PVC for much cheaper.
I'm from Europe, so I just assumed finding a PVC pipe in non-metric dimensions would be tricky, thats all.

250mm... Be careful with 3D printed pipe. If it breaks the spool will fall can cause damage or worse. Not recommended. Hmm, that is a good point... Wouldn't want to hurt my precious printer! Might end up buying a PVC pipe afterall, but if I had for instance a solid cylinder of PLA, it would be pret...

I am away from the office. I believe you want the distance from the bed to the carriage when it is in its lowest point with the extruder at the most outward extent from center.
